The firm’s advice is delivered through IARs and combines model portfolios, affiliated and unaffiliated strategists (IIS sleeves), and third‑party managers; certain wrap and UMA accounts permit discretionary trading while many advisory relationships are non‑discretionary and are rebalanced on a periodic basis. Voya also integrates outsourced tools for retirement participant advice (notably the VRA “powered by Morningstar” programs and Morningstar’s workstation) and maintains program structures that restrict or select share classes and product availability.

Compared with many large enterprise advisers, Voya is dually registered as an SEC‑registered investment adviser and a FINRA broker‑dealer and continues to offer some products on a commission basis, a practice that is relatively uncommon among peers.
